Committee on Review of Public Service Broadcasting

To examine the role of, and justifications and public purposes for, public service broadcasting (PSB) in the development of Hong Kong’s broadcasting market, against the public financial and other resources required for such broadcasting.
To identify issues concerning public accountability for PSB in matters of editorial impartiality, programming policy and good governance.
To identify measures for the Administration to evaluate the effectiveness of PSB and arrangements through which the public can participate in such a process.
To recommend, in the light of the above, an appropriate arrangement for the provision of PSB in Hong Kong.
To recommend implementation plans for the short, medium and long terms.
